The skill never writes to JIRA itself: apply.py writes only with --apply and a typed phrase the developer types in their own terminal. The judge is jev when TYPESAFE_TOKEN is set, else (after asking) Claude through the `claude` CLI. Bars are measured per judge, per canonical model and per close resolution on 360 resolved XWiki bugs (tools/eval/RESULTS.md): claude-sonnet-5 may propose Cannot Reproduce / Invalid / Won't Fix closes; its Inactive and Duplicate closes stay suggestions. Python 3, standard library only. Results go to BFD_RESULTS_DIR, which the skill points at the work directory, never next to the installed tools. Security-restricted issues are vetoed from any close and excluded from the published backtest data.
