I have identified the issue. This error occurs when the Publication Workflow Extension is installed on the XWiki instance together with the Change Request Application.
It may be worth adding a note to the documentation.

I have identified the issue. This error occurs when the Publication Workflow Extension is installed on the XWiki instance together with the Change Request Application.
After uninstalling the Publication Workflow Extension everything worked well so the issue can be closed.
