This not product issue, as translation are controlled and based on language contribution. The line in codes [these|are|https://github.com/xwiki/xwiki-platform/blob/70722ac119b808e972dfe33c4642b676a1df79e5/xwiki-platform-core/xwiki-platform-refactoring/xwiki-platform-refactoring-ui/src/main/resources/Refactoring/Code/RefactoringConfiguration.xml#L45-L70] and by using either translation key or name of module you can search it in Weblate. And French version for Refactoring module doesn't exist in [L10n platform|https://l10n.xwiki.org/projects/xwiki-platform/xwiki-platform-refactoring/xwiki-platform-refactoring-ui/]. First, it needs to be created, and then translated by committers from Weblate platform.
