Simpel would be great if you could check with the latest version of XWiki using the Chrome Docker Container as PDF generator. I've tested with https://pave-pdf.org/pave/ , and it doesn't seem to complain about images from the generated PDF. But you probably used a different tool to check accessibility. So I'm tempted to close this issue as solved by XWIKI-23728.
