Raphaël Jakse: Does the filter know if it's currently processing a template or a regular page? If so, it could discard or keep the content based on this.
Alternatively, the placeholders could be wrapped in {{comment}} macros maybe? In XWiki this would then be visible in edit mode but not when rendered for reading.
Adding a real "placeholder text" feature to XWiki like it's done in Confluence would be the gold solution of course, but would probably not be necessary for a start to make the migration results better usable for (possibly many?) affected users / clients.
