NavigationPanelAdministrationIT#navigationPanelAdministration is flickering

This test failed again on master, which carries the fix (18.8.0-rc-1 is in the Fix Versions): Environment Tests build https://ci.xwiki.org/job/XWiki%20Environment%20Tests/job/xwiki-platform/job/master/1412 (MariaDB latest, Jetty 12-jdk25, Firefox), one environment; the previous build #1411 had no failure of it.

Line 170 is assertTrue(navPanelAdminPage.isPinned("Bob")) right after saveAndReload: the pinned state of "Bob" was not there after the reload. No server error was logged during the test. This is the third issue filed for this test (after XWIKI-21606) and the second failure reported here since the fix. The issue is left closed; whether to reopen it or file a new one is for a human to decide.
