Simon Urli, thanks for your responses. We did an upgrade from a rather old XWiki 4.5.4, do you think there are some left-overs which break the notifications? While upgrading, we did a fresh install, run it against the old XWiki databse dump and selected to overwrite everything when installing the new Standard Flavor. We are using "Multilingual: No" together with "Default Language: English" in our wiki.
About that we also have the issue, I'll try to see again with our infra if we can fix this it's annoying for everybody.
Oh, didn't know that. That could possibly explain why there are sometimes no responses at some issues. Good luck with the fix then!
