Ilie Andriuta could you confirm that originally this ticket was created because of a manual test instruction, which was like that not because of a specific UC but because back in time it was just possible to mute mentions by switching watch setting?
After discussion with Anca Luca about the new changes made for XWIKI-19571 I'd like to close this as invalid, if you confirmed it's not a requested UC. Now note there's also an ongoing discussion for actually changing the behaviour of the ignore filter to even not take into account anymore mention events, see: https://forum.xwiki.org/t/let-generic-ignore-notification-filters-not-block-targeted-events-like-mentions/14855
