Proposal for the TOC

  • level 1 is the audience: User, Developer, Administrator
  • level 2 is the category

I don't think we should go to level 3 (the individual changes) since that would lead to very long tocs and would not be pleasant to see.

Before we can implement this issue we need to implement RN-16 IMO.
