The issue of unrecognizability caused by the error in the Chinese name has been fixed, and a simplified Chinese localization file has been added to the notification section.

简体中文翻译文件的正确名称应为ChangeRequestTranslations.zh.xml，而不是ChangeRequestTranslations.zh_CN.xml。1.18版本存在翻译文件识别问题（见附件）。我已做出以下调整：1. 重命名简体中文翻译文件并更新其元数据；2. 为通知模块添加了简体中文翻译文件。测试已确认上述更改已成功解决文件识别问题。
