The issue isn't fixed. It still doesn't work when *uploading* a new image. Note that on master it also fails when uploading an image in comments.

On my side, I could reproduce the issue on XWiki 18.4.2 when uploading images in comments as well, not only in annotations , 

However, on XWiki 17 . 10.9 adding images by uploading directly in comments work, only on annotations are broken.
