Description:

The root element does not define a lang attribute.
Even if we currently don't support switching locale, we should set it to english.

Even if we currently don't support switching locale, we should set it to english English .
This is also an issue for screen readers that are going to use their default value instead of English when reading Cristal pages when the attribute is missing.
