This flicker only concerned the stable-18.4.x branch: it comes from a race when injecting axe-core for the WCAG validation, which made BasePage fail with Cannot read properties of undefined (reading 'runPartial'). The retry fixing that race was already on master, 18.8.x and 17.10.x (https://github.com/xwiki/xwiki-platform/pull/6339) but had never been backported to 18.4.x. It's now backported in https://github.com/xwiki/xwiki-platform/pull/6828, hence the 18.4.7 fix version only.
