$jsontool and $escapetool does not escape < to allow safe usage in <script> tags on XWiki 16.10.11

There wasn't any fix for the original issue in 16.10.11, the fix version of the original issue wrongly indicated 16.10.11 where it should have indicated 16.10.12 as the issue was fixed after the release of XWiki 16.10.11.

I've corrected the wrong fix version of the original issue and I'm going to close this issue as there is nothing to do for it - the fix is already part of XWiki 16.10.12. I'm marking this issue as duplicate as the original issue also affects 16.10.11 (and always did, the metadata was just wrong).
