Several properties of XWikiPreferences are actually UI elements that would not be placed here if introduced now.
Therefore, they need to be moved to more relevant places while preserving legacy support.
This issue targets specifically the meta field, but {color:#067d17}confirmation_email_content{color} and {color:#067d17}validation_email_content{color} are also relevant, see XWIKI-23164.
