We can see that the inconsistency in the DOM is the cause of the inconsistency in the display. IMO it would make more sense to put the `usersandgroupstable-filters-scope` in its own td. If done like that, the DOM is nice and consistent. One difficult part would be to make sure those columns take the same amount of space (there's an inline style on the filler TD...) .
