Description:	Steps to reproduce: Set the color theme to Darkly Open the notifications settings on a page Expected result: The "?" icon isn't black. Actual result: The "?" icon is black on dark gray background: Further, the CSS rules are so broad that they affect also other UI elements like the required rights UI.
