I've now tested with Jetty 12 and following https://www.xwiki.org/xwiki/bin/view/Documentation/AdminGuide/Installation/InstallationWAR/InstallationJetty/ and it worked fine. I'm going to tentatively close this as cannot reproduce and we can reopen if someone reproduces.
