It seems to happen when the popup doesn't have enough vertical space to be displayed. The "top" inline style is refreshed every tick, increased by a bit.

Note: The tour doesn't get proposed if the page is zoomed too much smile.png
Though it doesn't get removed if the page gets zoomed in after getting loaded.
