I feel like this is a very specific use case and could be solved with the 17.X permission system. Some script probably needs to be written to change the permissions on all the G3 user pages, but IMO this is not something we need in XWiki Standard. This could be turned into an extension though.
Closing this ticket as this idea did not get updated or see the light of day since 2012... Feel free to reopen it if you deem my view on it was wrong and you are ready to push for bringing this feature in XS starting with a forum proposal
