You're right, I used the wrong Jira. I thought I had the reference number memorized by this point but it was the wrong one...

 Solved by XWIKI- 16216 22121 .
The changes merged in the context of XWIKI- 16216 22121 moved those links back in the top right navbar (out of the drawer where they were difficult to find for new users).

With a quick look, it seems like this is very close to proposition 5 shown in the attachments to this ticket.
