No idea, but it seems like you're installing version 2.0 of the extension while according to https://extensions.xwiki.org/xwiki/bin/view/Extension/XWiki%20Publication%20Workflow%20Application the current version is 2.4.9. I would first suggest trying to install the current version of the extension.
