Hello Zaheer Abid, what you asked, nowadays recent XWiki versions already provides though excluding top page from Navigation panel since XWIKI-15259 and changing page hierarcy via Pinned Pages since XWiki 16.4.0 and extended functionality to allow to use pinned pages feature for normal users with edit rights since XWIKI-22583.
Regarding Menu, maybe it's worth to track whether there's similar opened requests that concern you
