Apparently your problem is that Nimbus JOSE+JWT is either not installed (for example if dependencies of your extension are not ordered properly for some reason) or not in the right version (if you redefine the version Nimbus JOSE+JWT in your extension).
Could you share the install plan and the complete install log.
