Is it really a bug? Firstly, you only hit it if you remove title of the page that you provided on 1st creation step, and then I think it's because of UI that you don't have button Save & Continue (normal Save) by hitting shortcut alt+shift+s you will receive info this field is required with infinite spinner. I'd say that expected result is not to process the save.
