On my side I’ve set xwiki.store.rcs.nodesPerFull=1 on an instance running XWiki 16.10.8. After a restart, only the main wiki and one subwiki initialized properly. Two other subwikis (with low number of pages) stayed stuck at 66% for several minutes with a high load on the server. I then reset xwiki.store.rcs.nodesPerFull=0, and all wikis initialized correctly.
