However, the new behavior causes also custom filters related to Web Preferences for a page to be displayed (for ex after modifying a right on a page)

I'm not sure to understand: it's also the case on 16.2.0 if you display hidden pages.
Reproduction steps:

on a fresh 16.2.0
login with Admin
Create a new page
Go to the administration of that page and enable comment right (for example) for page & children
Go to notification settings
Enable hidden pages

You obtain 2 filters: 1 for the page and for the WebPreferences.

So IMO there's no regression here.
