This error occurs when the Publication Workflow Extension is installed on the XWiki instance together with the Change Request Application.
After uninstalling the Publication Workflow Extension everything worked well so the issue can be closed.
interesting, I'll check what's happening exactly as there's probably an underlying real bug.
