Actually, it can be argued that this is not an improvement but I bug.
I understand that from the point of view of the way the pinned pages (tree order) are stored the current behavior is the most "natural" one, but from a content creation point of view, for a user that is writing content, not being able to order their subpages without calling an admin for help feels like a bug more than anything...

From a logical point of view, this action is "tied" ("related") with the move, copy or create action: these are the actions where page tree placement is chosen today, and the order is part of this placement. Which brings us to the edit right on a tree of pages (page and children).
