The tag cloud is slow on large wikis

Steps to reproduce:

1. Create a lot of pages with tags (thousands at least)
2. View the tag cloud

Expected result:

The tag cloud is displayed reasonably fast.

Actual result:

The tag cloud needs a long time to load.

This might be kind of expected for the exhaustive rights check strategy but not for the unsafe one.
