A simpler test is simply to create a doc using the wiki editor and use the footnote macro in it, then edit with the wysiwyg editor and save. See that the putfootnotes macro has been added. This is because, as Sergiu mentioned, the footnote macro inserts the putfootnotes macro if such a macro doesn't exist already.
