This requires XWIKI-25245: without it, the members of a channel are not reconciled after the merge of a network partition, so a member which comes back through a merge stays unidentified. The departures are postponed while the network view contains a member whose identifier is not known (it could be the absent member), so such a member is not taken over, but its identifier is never listed again.
No quorum is required: a member which is alone in its view (the others left, or it is cut from them for longer than the delay) is a partition of one and takes over the work of the others, so that a cluster scaled down to one member still recovers the pending work. The work taken over must be idempotent or accept to be done twice in that case.
The delay also has to cover the time all the members need to join after a full start of the cluster, since the absence of an identifier found in stored data is measured from the moment it is found.
