The link dialog doesn't suggest creating a link to a pasted reference

Steps to reproduce:

1. Edit https://www.xwiki.org/xwiki/bin/view/Documentation/AdminGuide/Access%20Rights/Required%20rights%20of%20a%20page/ or any other page on the main wiki of xwiki.org.
2. Open the link dialog
3. Paste extensions:Extension.Security.RequiredRights.Required Rights UI.WebHome in the page field

Expected result:

Linking to https://extensions.xwiki.org/xwiki/bin/view/Extension/Security/RequiredRights/Required%20Rights%20UI/ is the first option that is suggested.

Actual result:

Linking to the page of which the reference has been inserted isn't suggested at all. The only way to create the link is to close the suggestions and to confirm the dialog then. The changes suggested in XWIKI-23154 would make it impossible to create the link
