Refined diagnosis after testing against OVHcloud Object Storage (eu-west-par): PutObject with If-None-Match: * is accepted there, but CopyObject and UploadPartCopy with x-amz-copy-source-if-match are rejected with 501 Not Implemented ("Copy object not implemented with X-Amz-Copy-Source-If-Match"), which breaks every blob copy and move. The proposed store.s3.conditionalWrites property therefore has to cover the source ETag precondition on copies as well, not only If-None-Match.
