I cannot reproduce this following both variants of steps on XWiki demos Jetty HSQLDB 17.10.11 and 18.6.0.

Here's images of doing both variants of steps in both versions:

I asked CursorAI and it didn't confirm, but found possible resolved issues that may explain why I cannot reproduce it with newest versions:

S3 or blob store changes in ~~XWIKI-22845~~ or link storage changes in ~~XWIKI-17457~~ altered how deleted content is treated as missing after purge.
