Search and Notifications bell buttons are not narrated on mouse hover

I just realized when passing through on this ticket that it's not that bad to not read on mouseover. Most users of screen readers unfortunately cannot use a mouse reliably (very impacted vision). This is an issue mostly for low vision users.
