Can still be reproduced on 16.4.8 with an additional step. instead of "without making any changes, save the document", the user needs to unfold the XWiki.XWikiPreferences object in the object editor before saving:
without unfolding -> no change in the history
with the unfolding -> same 3 changes as described initially
