The difference between view mode and PDF export comes from the CSS styles that are applied only on print https://github.com/xwiki/xwiki-platform/blob/xwiki-platform-15.10.8/xwiki-platform-core/xwiki-platform-flamingo/xwiki-platform-flamingo-skin/xwiki-platform-flamingo-skin-resources/src/main/resources/flamingo/print.css#L96 . overflow:visible was added to fix XSCOLIBRI-236 a long time ago. The main issue back then was that scrollbars were visible for the info box when printed with IE7. I tested with the latest Edge version and the scrollbars issue doesn't reproduce anymore without that CSS style, so I think we can safely remove it.
