I have never had this problem, neither on Windows 10 Pro with Tomcat 9.x servlet, PostgreSQL 16.x database and XWiki 16.x, nor on Windows 11 Pro after migrating to Tomcat 10.1.34 and PostgreSQL 17.2 and updating my XWiki to version 17.4.0.
