Linked to XWIKI-18263 as they're about exactly the same thing, just expressed differently: while this issue is asking for an API for any authenticator to be able to disable it, issue XWIKI-18263 is more explicit about the functional consequence, which is not having the option when it's not usable.
They could also be marked as duplicates, and if so I think XWIKI-18263 should win, it's more functional.
