Url sanitation is failing for empty urls when the content is not trusted

Reproduction steps

1. Create a Live Data with a user without script rights and have an asynchronous action (i.e., an action without an url)
2. Have at least one entry

Expected

The entry has the asynchronous action display

Actual

The entry does not have the actions, errors are displayed in the logs
