I uninstalled what I could from the UI - it said that 9.13.12 was still installed. I deleted the folders in extension/registry that coresponond to the blog (api & ui) Restarted the Wiki Blog was not showing up as installed any more. Installed the new version 9.14.2 now the Blog shows up as expected.
