I've also been seeing this issue. 

However to say that there is no way to create a page, is just wrong. It seems to be a scaling / zoom (or to be correct, a positioning) issue. On higher resolutions than 1920 x 1200 (which I have for instance) it is not a problem, or if you zoom out of your browser or adjust your zoom in the system settings, the problem is also fixed. The rest of the create-page interface does show up then.
