Save&continue create a minor version even when minor edit are disabled

Reproduction steps:

• In Administration > Edit set No to "enable minor edits"
• Go to a page and perform changes
• Click on "save" to perform a save & continue
• Leave the editor and check the history of the page

Expected result:

• a major version of the document has been created

Obtained result:

• despite the fact that minor edits are disabled a minor version is created
