Does it work better when setting X-Forwarded-Proto instead of Forwarded in Apache ? XWiki supports both, so it might be safer to recommend setting X-Forwarded-Proto (or both) in the Apache configuration. Maybe there are differences between some versions of Tomcat 9, or it's related to some Debian specific setup (but not scheme="https" since I don't see it in /etc/tomcat9/server.xml).
