The servlet environment triggers a second load of the xwiki.properties configuration

Steps to reproduce:

Start XWiki.

Expected result:

There is a single line with

Loading [xwiki.properties] from [file:…

Actual result:

There are two such lines directly after each other. With XCOMMONS-3346, an error is printed instead, mentioning the cycle.
