ActiveInstallsIT#verifyActiveInstalls is flickering again, on stable-18.4.x (1 of the last 8 builds) and stable-17.10.x (3 of the last 8 environment-test builds, all on PostgreSQL latest / Tomcat 11-jdk25 / Chrome, e.g. build #318):

This issue was closed as Cannot Reproduce, so there is no fix to backport: the flicker is back.
Posted by the daily CI check (automated). The issue stays closed — reopening it, or filing a new one, is a human's call.
