That workaround only works for the macro dialog, not for the quick actions. To also hide them in the quick actions, the best workaround I found is to not add the not-installed macros in the macro service: https://forum.xwiki.org/t/how-to-disable-installation-of-new-macros-from-wysiwyg/14544/3.
