I can't reproduce it anymore either.. The version was wrong, I encountered this on 18.7.0 locally.

Update:
It is possible to be related to caching? I just reproduced again on xwiki.org (v 18.4.3) in a private window. However, after I refreshed the page and tried again to access the link it worked.

You can try opening in private window this page: https://www.xwiki.org/xwiki/bin/view/documentation/extensions/user/documentation/create-documentation-landing-page/ click on "advanced user" link in sentence "Alternatively, create an empty Page and, as an advanced user, add a DocApp.Code.LandingPageClass Object to the Page."
