I don't always reproduce this issue, but I did find a case in which I constantly reproduce it:
* having the real time editor active
* refresh the wiki page
* Edit a heading by pressing the pencil icon

 

The viewport of the browser moves to the top. I constantly reproduce this on {*} a new refresh of the page {*} , on different versions of XWiki: 15.10.15, 16.8.0
